All horses on the handicap file are listed on a scale from 0 to 140lbs (pounds). A horse with a rating between 0 (zero) to 20 would have very little ability and would almost certainly have been well beaten in even the poorest of races. A horse with a rating between 120 and 140 would be a top-class horse, a performer in Group One or Grade One company, the highest level. For example, champion racehorse Dubai Millennium was rated 134 by the panel of international handicappers of the International Classifications (now called the World Thoroughbred Racehorse Rankings), in 2000.
